Kacper is working for Poland's Ministry of Foreign Affairs as head of the Ukraine and Moldova Unit. During his career he has been posted to Minsk and Kabul; worked for the National Security Bureau as an analyst; and for the Polish Humanitarian Organisation as the project coordinator in Northern Caucasus. He is particularly interested in the politics and culture of the former Soviet countries. Kacper has been published on Russian foreign policy, Belarus and Afghanistan; and translated Z. Prilepin’s novel "Sankya" into Polish.
